what kind of over the counter ointment can I use on an allergy over my eyelids?

Every 3 years it seems, I get an irritation on my eyelids. Its red and itchy to start out with then it dries out and scales up and will swell. It's quite awful to look at and to deal with. It also oozes clear liquid on occasion. Is there an ointment I can use on it that's over the counter?
