Do I have arthritis?

I'm 54, female, and I have used my hands extensively in the past. However, I have swellings on the last joints of my fingers, which I agree sounds like early arthritis. There is a history in my family. Yet, why is the skin on those areas hard and flaky. I no longer use my hands for work, so they are not callouses. Whatever I do, creams/waxes, etc. they remain the same.
