stiff neck

My father is 65. Last July he felt the world spinning and then thought he was having a stroke. Went to the hospital and diagnosed him with Vertigo. He is still experiencing these symptoms along with a very stiff neck, and very sensitive to sound. A normal sound to us is way to loud for him. He went to several doctors and nobody is helping him much. A Chiropractor said he has some Subluxation or something Degenrative disease to his upper neck.
What else could this be?? We are at our witts end trying to get some comfort for my father. Please help.
