My Daughter has a red itchy scaley spot on her eyelid, it has moved down to under her eye in the last few days what is this???

It looks like negzima i think not sure just wondering if i should try some rash cream or somthing for a few day before i take her to the Doc. i don't have Insurance right now, so a cure that won't cost an arm and leg would be nice.
