my lil girl have these bumps on her right leg its red and real hard thin pules comes out and the next day its harder

when they frist come she has eczma so there around the rash on her leg so when gave her a bath the next day it got harder so i took her to the doctor he said some thing bite her and medican it worked thin 2 weeks later it came backmore this time they do pop cause pukes runs out of them so dont know what to do??????
