red flushed cheeks with painful inner cheeks

I noticed my 9 year old daughter has what appears to be sunburn cheeks. Her forehead, nose and chin appear to be normal. I asked her if she got a bit of sun today and she replied, "not really". She then opened her mouth and pulled her cheek away saying "it hurts in here too."
She has had a cough and stuff nose for the last several days and I have been giving her cough suppresant with anhist/decog. I have not noticed a fever.
Any thoughts or ideas
