Underdeveloped Cerebellum and Social Skills

I have a child in 3rd grade, and for some years now I have noticed she is having a great deal of problems in social interaction at school. It is such an issue, that she cries quite a bit, and is very sad most of the time.
She was born with an underdeveloped cerebellum, and had to do physical therapy. By looking at her you can not tell that she has any issues, however as I mother I have noticed some memory problems, and social problems.
Does an underdeveloped cerebellum have anything to do with social interaction? I can not find any information on this subject, and will now have her see a councellor to see if there is any way I can help her.
Any information that you could provide, would be wonderful.
