Can you tell me what a normal A1C level would be for a 16 year old girl?

My daughter is 16 years old. She is not diagnosed as a diabetic. Diabetes runs in our family, her father has juvenile diabetes since he was 18 years old.
Her fasting blood glucose level is 70. Her A1C is 4.2
Her pediatrician wants her to see a pediatric endocrinologist. From everything that I'm reading online, 4.2 seems to be a normal result. Why is my doctor panicking?
