I have tightness in my lower legs but no swelling

I am 44 years old overweight (173lbs) have high cholesterol and just had the highest blood pressure reading ever 128/88 but I am experiencing tightness in my lower legs but I have full flexibility and they are not swollen any idea of what is causing it?
