But Bush is the perfect embodiment of what has brought us here: he captures the arrogance, the determined anti-intellectualism and embarrassing incoherence, the insatiable greed for power and the predilection for violence, and the absolute conviction that fortune and God smile upon him and us as upon no other peoples in the entire span of history, in a single, pathetic, laughable imitation of a genuine human being.

I think Billy's right that it's silly to think of Bush as some culmination of the general evil, which would imply that it could only get better from here. Oh, no, it can (and will) get far worse. Where Billy and I don't seem to see eye-to-eye, lately, is that there's going to be any meaningful difference which party is in power. I suppose one rotten thing can be differentiated from another rotten thing, but why bother too much?

At any rate, taken out-of-context from what Arthur Silber means in the whole, I think that paragraph embodies a lot of how I view Bush, these days. Your mileage may vary. I've wanted for a long time to trust in some sort of genuine sincerity in the man, but that all washed away long ago.
