My dogs nail looks like its bleeding internally. What is this?

Its really dark in color at the base of her nail, much darker than the quick on the rest of her nail. Its showing on the outside nail on both front feet. She runs and plays and doesn't seem bothered by it.  She does lick it when she is in her crate and we are gone. The skin at the base of the nail (cuticle?) is irritated and a bit swollen.
