I am 13 and have never had my period before, but I constantly have discharge. What does this mean?

Cervical mucus is what sets the "enviroment" in your vaginal canal. Its perfectly alright that you are getting discharge- I wouldn't be surprised if you begin your first cycle fairly soon.

I would recommend you read up on reproductive health. Believe me, I wish I had learned more about it when I first entered puberty!
