I took a hcg quant blood test today and the # is 23. Indeterminate. Does that mean I am pregnant?

You are pregnant.  Anything over 5 is pregnant though some labs put the threshold at 30 (because of the question of viability). 

 Are they doing a progression draw?

Really the first number isn't as important as the doubling time of that number- they look for a doubling in 48 hours.  So your next blood draw should have a beta level of at least 46.  If there isn't doubling then the chance of miscarriage is high (as is the chance of an etopic).
