how do you get rid of white spots from having hives?

I had hives on my arms (wrists to elbows) about 2 months ago, and once they healed i was left with white spots all over my arms - discoloartion of pingement.

Is there anything I can do to heal these? I am caucasion, but typically quite tanned skin. i have been avoiding the sun, wearing long sleeves, moisturzing often! but still, no difference.... is there anything I can do to heal these "scar's"?
