i have bump on my leg that is the size of pencil lead, but some are the size of a fork spok what could have caused this?

the little bumps are around .5 to 2 mm wide in diameter. they dont hurt and they are not sore. there are not alot on my right leg there is only 10 and my left has 9. they looks like pimples but there is no puss. i looked at one of the bumps and it was right around one hair. it did look like a infected hair. it looks like the starting out of a rash. but it does not itch. i just wanna know if it is serious and should it be checked by a doctor.
