I have terrible itchiness and white spots on the palms of my hand. What is this?

skin scales after scratching.  I don't know if it's warts or skin fungus.  Their white spots they resemble white heads or pimples.  I had a rash after birth in the perineal area which also caused extreme itchiness.  Soap irritates it so i scratch.  Could this be related?  I applied on my hands Triamcinolon Acetodone cream and that releives it somewhat. Plz help with an answer.
