Itching red spots on both eyebrows what could cause this?

I have a red itching spot on both of my eyebrows. The start to scab then starts to itch again. I can't get rid of them. I have very thin & Light eyebrows , so I have to use eyebrow pencil or powder on them so that you can see them.The spots are at the starting or fullest part of eyebrow.

What can be the cause of these? Have tried different creams with no help.
