itchy red small bumps on kneecaps spreading

i have had this for a few years they're slightly itchy, but are red bumps close together but not in a pattern. and seem to favor my right kneecap, but has now moved to both kneecaps. I have tried hydroquartizone (don't now spelling of that word) and other producs but the bumps wont go away. and now are on my elbows (i am assuming it could be dust mites, but i could be wrong because it has gone on now for about 3-4 years).
