My husband has tiny red bumps on his fingers that are painful.

He says they feel like splinters when you rub your fingers over them. They started two days ago with just one, yesterday there were more and now about 15. Both hands have them, mostly on his fingers, but a couple on his palms. He has been taking benedryl for the past 2 nights, but I don't think its an allergy & it's not helping. He isn't swollen and they don't itch. His feet have also had a similar feeling, (isolated splinter like pains) but I don't see any red bumps there. They are not pus-filled & can't be popped. They are almost like a pebble under his skin. And about the size of a pencil tip. We don't have health ins., so please only advise over the counter remedies if possible! Thanks!
