What is this rash on my chest and neck?

A little over a week ago i got these small red bumps on my chest. I also got some bumps on the side of my stomach, and some spread around my legs. The ones on my chest didnt itch, but the other onces did. Then i went to the doctor and got a mild steroid cream to apply morning and night. I did and the bumps on my chest started to go away. Now they are almost completely gone, but instead I have gotten some red itchy spots starting by my collar bone and going a little up my neck. This rash itches a lot, and I cant make it stop and i have no idea what it is. It looks a little like sun eczema, and i did go to a sollarium about two days before my rash started, but the way it started out (like small red bumps) didnt look at all like sun eczema usually looks like. So i have no idea what this is, and im going crazy itching. Please help me.

ps. i live in norway so i very much doubt it is heat rash.
