My mother-in-law is 86 and has swollen ankles also red circles and rashes with scabes on her ankles, what is wrong?

she has had swollen ankles for a few days now. She also has red circles on both
anles along with rashes and scabes on both ankles. the doctors cant't understand what's going on here and took a biopsy today.
