my mother right upper thigh has been tingling for years now, what can we do? please help...

My mother's thigh has been tingling for years now, sometimes its gone but most of the time its tingling and she feels it numbs, lately her left arm become weak as if she has no arm electicity, when she half fold it, it goes straight folder ... what are these things, please? Thank you so much...
